[BEXIS2-Dev] Update Batch Upload

My today Friday update of the Batch Upload programming.
 
- Working on issue #19
<https://gitlab.gwdg.de/thinder/gwdgbexispp/issues/19>  "Funktion
SaveDataSet" ("Function SaveDataSet").
- Working on issue #20
<https://gitlab.gwdg.de/thinder/gwdgbexispp/issues/20>  "Funktion
CheckDataSet" ("Function CheckDataSet").
- Working on issue #29
<https://gitlab.gwdg.de/thinder/gwdgbexispp/issues/29>  "HTTP/PUT-Methoden
für gescriptete Operationen" ("HTTP/Put methods for scripted operations").
- Done a lot of head work to capture what is necessary to use HTTP/put to
pass information about files to be processed by curl to BExIS.
- Distribution of the BExIS Web application from IIS to file system. This is
intended to simplify the processing in CI/CD environment, especially the CD
part of this processing.
- Little code polishing.
