[BEXIS2-Dev] Update Batch Upload

Dear Developers! 

My today Friday update of the Batch Upload programming.
- Switch to Visual Studio 2017 Community Edition with JetBrains ReSharper
Ultimate
- Same procedure as last week:
- Programming tasks #4 <https://gitlab.gwdg.de/thinder/gwdgbexispp/issues/4>
: Only the files that match the selected dataset are processed.
- Since the APIs documented little I must look much in the source code as an
example, how I can develop the step #4

- I have very little knowledge about the whole BExIS++ system. There, the
ladies and gentlemen in Jena are clear advantage. They have also set up the
system and know how the process works correctly. It does not opens up me at
first glance.
- Therefore, it will take a while until I properly worked out this point #4
